55 - Customary


He lived according to some odd habits, inspecting peoples' goods, whether they wanted him to or not, and demanding money according to an obscure set of rules that only he understood. Many declared his behavior unfair and unkind, but there was little they could do.

The man was an eccentric. His antics were just his...custom.

'obscure set of rules that only he understood"... sounds government run to me. :) Did you tour one? Some states have very old, historic custom houses - worth touring (some have GREAT ghost tours that stop and tell stories of things that happened inside these old buildings. I don't believe them, but I find them fun and some of it has to be based on the past.
